The alienation of an apartment may be initiated by a tenant or a member of his or her family, among which an agreement has been entered into regarding who acquires the property of the apartment and the court has not brought an action regarding termination of the rental contract. The City Council shall take a decision regarding the type of alienation, an independent assessor shall perform an evaluation of the property. Payment for an apartment may be made immediately or by paying 6% of the unpaid purchase fee on payment (up to 5 years). A purchase agreement is entered into for the transaction.

Process description

  1. Service requests
    The following documents shall be requested in person:
    1. An application regarding the alienation of an apartment;
    2. A copy of the identity document;
    3. Arrangements between apartment tenants and family members;
    4. A statement on the absence of rent and utility debt;
    5. Residential rental contract (copy)

  2. Service Processing
    The staff member of the institution shall carry out a documentary check and shall be directed for further consideration:
    1. A decision on alienation of the apartment is made at the Council meeting
    2. Arranging the property rights of the apartment;
    3. Perform an assessment of the property of the apartment;
    4. Agree in writing with the buyer on the terms of payment;
    5. Enter into a purchase agreement.

  3. Receipt of services
    A person who has proposed the alienation of an apartment shall receive a purchase contract and a request for corroboration for the strengthening of property rights in the Land Register.
