You have to declare your place of residence in the month since you have been living in the new place of residence.
You have the possibility to submit your statement of residence of a person under guardianship or guardianship to the relevant local government where the address to be declared is located or to the portal www.latvija.lv electronically. It is also possible to declare the address of your place of residence to your notarially authorised person.
A third-country national - a person who is not a citizen of Latvia or a non-citizen of Latvia, but is a person who has received a registration certificate issued in the Republic of Latvia, the residence of a permanent residence certificate or residence permit may also be declared in person in the Office of Citizenship and Migration Affairs.

Process description

  1. Service requests
    It is necessary to produce a personal identification document for the receipt of the service - to present the original (passport or personal identity card);
    A birth certificate if the child's place of residence is declared;
    A document certifying the right to act on behalf of another person, to the legal or authorised representative of the person, in addition to a personal identification document;
    In order to receive relief from payment of the State fee, present the relevant status or evidence-supporting document (where such document is not at the disposal of the institution);

  2. Service Processing
    The responsible employee shall enter the necessary data into the Office of Citizenship and Migration Affairs data system.

  3. The payment terms service
    In accordance with Regulation No 720 of the Cabinet of Ministers of the Republic of Latvia, the amount of the State fee is EUR 4,27. The payment shall be made in person at the receipt of the service.
    The State fee for the registration of the declared place of residence is exempt from:
    1. politically repressed persons;
    2. registering the initial declared place of residence of the children;
    3. disabled persons;
    4. Participants in the elimination of the consequences of the Chernobyl nuclear power plant accident;
    5. pensioners whose pension does not exceed the national minimum wage;
    6. persons who have been recognised as poor in accordance with the procedures specified by the Cabinet;
    7. persons declaring their place of residence electronically using the special online form;
    8. registering the place of residence of children who have been placed in a long-term social care and social rehabilitation institution, a foster family or placed in custody;
    9. persons declared in the institution of long-term social care and social rehabilitation;
    10. persons declaring their place of residence in the shelter;
    In order to receive relief from the payment of the State fee, the person must present the relevant status or evidence-of-fact document.

  4. Receipt of services
    Upon payment of the State fee, a declaration of the person's place of residence shall be made and a statement regarding the declaration of the person shall be issued on request.
